Here is the proposed Bill. 

This bill would amend the federal criminal code to allow a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows individuals to carry concealed firearms.

A qualified individual must: (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid concealed carry permit issued by, or be eligible to carry a concealed firearm in, his or her state of residence.

Additionally, the bill allows a qualified individual to carry or possess a concealed handgun in a school zone and in federally owned lands that are open to the public.

Reasons to support this resolution:

1. Under the Constitution’s “full faith and credit” clause, documents such as marriage licenses and drivers licenses issued by one state must be recognized by all other states. Why not gun and concealed carry permits?

2. A growing number of states are passing Constitutional Carry, which recognizes the right of peaceful citizens to carry concealed firearms without applying to the government for a permission slip. Without specific, explicit language protecting residents of Constitutional Carry states, a National Concealed Carry Reciprocity Act could still allow states that require concealed carry permits to arrest residents of Constitutional Carry states who carry while traveling over their state line.
